Gabon Charts Ambitious Course for Offshore and Gas Dominance, Eyes Regional Energy Hub Status

Under the strategic leadership of Clotaire Kondja, Minister of Petroleum and Gas since January 2026, the nation is aggressively pursuing international investment, particularly in its largely untapped offshore deepwater reserves and substantial natural gas resources.

Minister Kondja is set to be a key speaker at African Energy Week (AEW) 2026, scheduled for October 12-16 in Cape Town. His participation underscores Gabon’s proactive approach to engaging global investors and showcasing a revitalized energy sector. With over two billion barrels of proven oil reserves and a staggering 72% of its deepwater acreage remaining unexplored, Gabon presents compelling frontier exploration and mature field redevelopment opportunities.

A cornerstone of this strategy is a modernized regulatory framework designed to attract top-tier global players. The government’s updated Hydrocarbons Code and an enhanced fiscal structure are creating a highly competitive investment environment. This is complemented by the imminent finalization of Production Sharing Contracts (PSCs) with industry giants ExxonMobil and bp, converting Memoranda of Understanding signed in October 2025 into active deepwater exploration licenses. Further sweetening the deal for investors, Gabon has eliminated signature bonuses for deepwater and ultra-deepwater blocks and launched a comprehensive 2026 licensing campaign covering approximately 70% of its available offshore acreage.

Beyond oil, Gabon is also aggressively pursuing a gas modernization agenda to transform into a regional petroleum and gas hub. Key to this vision is the development of a new investor-friendly Gas Code and major infrastructure projects. Perenco’s significant $2 billion Cap Lopez LNG project, set to commence operations in 2026 via an FLNG facility, is projected to produce 700,000 tons of LNG and 25,000 tons of LPG annually, while also drastically reducing gas flaring. Concurrently, plans are underway for a 130-150 km pipeline linking Gamba to Libreville, expected by early 2028, to support gas-to-power initiatives and downstream industrial applications.

Investment momentum is evident across the upstream sector. In May 2026, BW Energy, Panoro Energy, and Gabon Oil Company approved the $300 million Bourdon offshore development, targeting first oil in the first quarter of 2028 from approximately 25 million barrels of recoverable reserves. BW Energy and Panoro Energy are also advancing the MaBoMo Phase 2 development, slated for first oil in the first half of 2027. Adding to this activity, Assala Energy’s Magoga-A discovery confirmed an 8-meter net oil play in the Gamba Sandstone formation, highlighting continued exploration success. Midstream investments are also accelerating, focusing on gas gathering, expanded storage, and refinery modernization, all contributing to Gabon’s integrated petroleum industry ambition.
