Morocco, Switzerland, and UNIDO Launch Transformative Eco-Industrial Parks Initiative

Three-year program aims to revolutionize industrial sustainability across Moroccan manufacturing zones

Morocco has embarked on an ambitious industrial transformation journey with the signing of the Global Eco-Industrial Parks Programme II agreement in Rabat on Monday. The groundbreaking initiative, backed by Switzerland and the United Nations Industrial Development Organization, will support the transition of Moroccan industrial parks into environmentally sustainable, economically competitive eco-industrial zones.

High-level partnership drives sustainable industrial development

The agreement was formalized by Industry and Trade Minister Ryad Mezzour, Swiss Ambassador to Morocco Valentin Zellweger, and UNIDO country representative Sanae Lahlou. This strategic partnership represents a significant milestone in the longstanding cooperation between Morocco, Switzerland, and UNIDO, reflecting a shared vision to promote more competitive, resilient, and environmentally sustainable industrial development.

The program seeks to fundamentally improve the environmental and economic performance of industrial zones through enhanced resource efficiency, innovative industrial synergies, and integrated management approaches that maximize both economic returns and environmental protection.

Three-year implementation targets circular economy transformation

GEIPP Morocco will operate from 2026 to 2028 with an indicative budget of three million Swiss francs, focusing on promoting circular economy approaches within industries while reducing the industrial sector’s climate footprint. The initiative aims to strengthen industrial parks’ capacity to adapt to climate change challenges while contributing to inclusive and sustainable industrial development.

Beyond environmental objectives, the program will address critical social dimensions of development by meeting Morocco’s priority needs in employment creation and skills development, ensuring that industrial transformation benefits local communities.

Minister emphasizes progressive industrial improvement

Minister Mezzour emphasized that the project continues ongoing efforts to progressively improve conditions for industrial operators while promoting increasingly clean production within industrial zones. He noted that this comprehensive approach has been jointly developed with UNIDO and Swiss cooperation, which have consistently supported Morocco in implementing transformative industrial initiatives.

The Minister stressed the crucial importance of measuring and reducing the carbon footprint of industrial activities, highlighting that establishing robust tools to evaluate and certify environmental performance remains essential for gaining international recognition and accessing global markets.

Swiss partnership confirms commitment to economic competitiveness

Ambassador Zellweger highlighted that the initiative demonstrates shared commitment to working collaboratively in strengthening economic competitiveness while promoting sustainable job creation. He emphasized that the project aims to make industrial parks greener, more sustainable, and more competitive while simultaneously contributing to meaningful employment generation.

This partnership reflects Switzerland’s broader commitment to supporting developing countries in achieving sustainable industrial transformation while maintaining economic growth and competitiveness.

UNIDO outlines comprehensive transformation strategy

UNIDO representative Sanae Lahlou detailed how the program will support Moroccan industrial parks’ transition into eco-industrial zones through a comprehensive approach focusing on waste reduction, CO2 emissions reduction, energy optimization, and natural resource efficiency. The initiative will develop business synergies within industrial symbiosis frameworks that create mutual benefits for participating companies.

Lahlou emphasized that the program will strengthen corporate competitiveness while promoting decent job creation, positioning Morocco as an international model for sustainable industrial transition that other countries can emulate.

National ecosystem development strengthens policy alignment

The program seeks to strengthen a national ecosystem conducive to eco-industrial park development by promoting synergies with public policies and existing national initiatives. Strategic alignment with technical and financial partners, including the World Bank Group and GIZ, will ensure comprehensive support for industrial transformation efforts.

This ecosystem approach recognizes that sustainable industrial transformation requires coordinated efforts across government, private sector, and international development partners to achieve lasting impact.

Strategic positioning for global industrial leadership

Through this initiative, the partners reaffirm their shared commitment to supporting sustainable transformation of Moroccan industrial territories while enhancing national industry competitiveness and increasing resilience to climate change effects. The program positions Morocco at the forefront of global efforts to achieve sustainable industrial development that balances economic growth with environmental protection.

The successful implementation of GEIPP Morocco could establish benchmarks for similar initiatives across Africa and the Middle East, demonstrating how developing countries can achieve industrial modernization while addressing climate change challenges.
