Zambia’s Mining Minister Champions Regional Policy Harmonization for Enhanced SADC Cooperation

Kabuswe highlights unified regulatory frameworks as key to attracting investment and strengthening regional bargaining power

Minister of Mines and Minerals Development Hon. Paul Kabuswe has emphasized the critical importance of policy and regulatory harmonization in promoting regional cooperation across the Southern African Development Community. Speaking at the Zambia International Mining and Energy Conference and Exhibition in Kitwe, he outlined how aligned mining laws, fiscal regimes, and licensing systems are essential for regional development success.

SADC framework reduces fragmentation while boosting investor confidence

The Minister noted that SADC actively promotes harmonization of policies and regulatory frameworks to reduce market fragmentation while enhancing investor confidence across member states. This coordinated approach creates more predictable operating environments for mining companies while facilitating cross-border project development and implementation.

For Zambia specifically, this involves reducing regulatory uncertainty and enabling the implementation of significant cross-border projects, such as the Zambia-DRC Battery Manufacturing Project, which demonstrates the practical benefits of regional cooperation in the mining sector.

Unified regional market essential for investment attraction

Minister Kabuswe highlighted that attracting investment through a unified regional market remains essential for the region’s economic development. By presenting a coordinated market approach to global investors, SADC countries can enhance their collective bargaining power while offering more attractive investment propositions than individual national markets could provide alone.

He emphasized that implementing coordinated approaches to engaging global investors would significantly enhance the region’s negotiating position while creating economies of scale that benefit all participating countries.

Cross-border infrastructure development prioritized

The Minister identified strengthening cross-border infrastructure, including rail networks, energy systems, and transportation corridors, as a regional priority. This commitment is reflected in bilateral cooperation efforts such as the ongoing Zambia-Angola partnership, which demonstrates how neighboring countries can collaborate to improve regional connectivity.

The development of joint projects, including the Zambia-DRC Copperbelt initiative and the Lobito Corridor Project, will reduce logistics costs while improving project bankability through enhanced regional integration and improved transportation networks.

Regional cooperation supports Zambia’s growth strategy

“Regional cooperation is central to Zambia’s growth ambitions, which include scaling up production, meeting global demand, building competitive mineral value chains, reducing costs, improving efficiency, and strengthening bargaining power,” Minister Kabuswe declared, connecting regional integration directly to national development objectives.

This approach recognizes that Zambia’s mining sector success depends not only on domestic policies but also on regional cooperation that creates larger markets, reduces operational costs, and improves access to international markets through coordinated infrastructure development.

High-level regional dialogue drives cooperation forward

The panel discussion featured prominent regional leaders including Hon. Yeukai Simbanegavi, Deputy Minister of Energy & Power Development for Zimbabwe; Hon. Ephraim Moyo, Deputy Minister of Mines & Mineral Development for Zimbabwe; and Hon. Steven Kiruswa, Deputy Minister of Minerals from Tanzania.

This high-level participation demonstrates regional commitment to coordinated mining sector development while providing platforms for ongoing dialogue on harmonization initiatives, joint project development, and collective approaches to global market engagement.

The conference setting in Kitwe, located in Zambia’s Copperbelt Province, provided an appropriate venue for discussing regional mining cooperation given the area’s central role in southern African mineral production and its strategic importance for cross-border mining initiatives.
