Ghana’s Industrial Future Rides on Integrated Rail and Lake Network: Mahama Details Ambitious Eastern Corridor Plan

President John Dramani Mahama has unveiled a comprehensive vision to catalyze Ghana’s industrialization, proposing an ambitious integrated rail and lake transport network centered on the Volta Region. This multi-modal strategy aims to transform the region into a vibrant industrial hub, optimizing logistics and significantly bolstering national economic growth.

The Eastern Corridor’s Strategic Pivot

Central to Mahama’s blueprint is the extension of the crucial Tema–Akosombo railway line. This vital artery is earmarked to stretch through the Dawa Industrial Area in Greater Accra, ultimately reaching Keta in the Volta Region. This expansion is designed to facilitate efficient cargo movement to and from the envisioned Keta Port, a cornerstone project aimed at unlocking the full economic potential of Ghana’s Eastern Economic Corridor. Mahama emphasized that this Eastern Corridor Railway is a key element of the Ghana Railway Master Plan, strategically engineered to shift heavy freight traffic from overstrained roads onto a more sustainable rail network.

Seamless North-South Connectivity via Volta Lake

The proposed railway integration extends beyond land, incorporating a robust lake transport system. Building upon the Tema–Akosombo rail line – a project initiated during his previous tenure with financing from the Indian Exim Bank – the plan involves strengthening the developed port at Mpakadan and a new private port at Asikuma. These facilities will serve as critical nodes, leveraging barges and rail to connect communities along the expansive Volta Lake directly to Buipe in the northern part of the country, thus creating a seamless North-South logistics corridor.

Preserving Infrastructure, Boosting Efficiency

Mahama highlighted the pressing need to alleviate the burden on Ghana’s road infrastructure. Speaking at a #ResettingGhana town hall meeting in Ho during his Volta Region tour, he noted, “Heavy trucks place enormous pressure on our roads, and no matter how well a road is constructed, excessive axle loads will shorten its lifespan.” He underscored the economic rationale behind the shift: “By moving more freight onto the railway network, we will preserve our roads, reduce maintenance costs, and improve the efficiency of transportation across the country.” This strategic pivot promises not only cost savings in road maintenance but also enhanced overall supply chain efficiency.

The Volivo Bridge: A Critical Link in the “Big Push”

Further reinforcing this integrated network, President Mahama announced the impending commencement of construction on the long-anticipated Volivo Bridge project across the Volta Lake before the year’s end. This crucial infrastructure, previously stalled, is set to be revived with fresh loan approvals and additional financing from Japan. Upon completion, the Volivo Bridge is projected to become one of Ghana’s longest bridges. It forms a key component of the government’s ambitious $10 billion “Big Push” infrastructure agenda, designed with an asphalted dual carriageway, pedestrian walkways, bicycle lanes, a rest stop, and tolling facilities, making it a truly multi-functional conduit.

Keta Port and Investor Confidence

The Keta Port, another linchpin in the Eastern Corridor strategy, is moving closer to realization. With its engineering designs now complete, the government is actively evaluating proposals from over 20 strategic investors. This robust international interest underscores the perceived economic viability and strategic importance of the port in unlocking the region’s vast potential. The combination of modernized rail, efficient lake transport, and a deep-water port is poised to fundamentally reshape Ghana’s logistics landscape and accelerate its industrial ambitions.

Conclusion

Mahama’s detailed blueprint for an integrated transport network represents a strategic investment in Ghana’s future, aiming to transform regional economies, enhance logistical efficiency, and establish sustainable pathways for industrial growth. By connecting key industrial zones, ports, and inland waterways, the initiative signals a determined push towards a resilient and diversified national economy.
