Uganda’s Economic Transformation: Rising Incomes and the Drive for Productivity (2016-2025)

The Ugandan government’s overarching microeconomic objective is to fully integrate all sectors and populations into the monetized economy. A primary indicator of progress in this endeavor is the reduction in the proportion of households operating within the subsistence economy.
Significant strides have been made during the NDPIII period (2020 to 2025). The share of households in the subsistence economy declined by 6 percentage points, falling from 39% to 33%. Concurrently, Uganda’s per capita income experienced a notable increase of over USD300, rising from USD957 to USD1,360.
Looking ahead to 2025, projections indicate that the continued rise in Uganda’s GDP per capita will be propelled by several key factors. These include the anticipated commencement of oil production, robust growth across vital sectors such as agriculture and services, and strategic government investments targeting industrialization, tourism, and technology.
However, a crucial challenge remains: the widening gap between labor productivity and GDP per capita. This disparity underscores the imperative for sustained public investment in Human Capital Development (HCD) and Science, Technology, and Innovation (STI) to ensure balanced and sustainable economic progress.
