Atrocities Following El Fasher’s Fall
After the Rapid Support Forces captured El Fasher in late October, witnesses and aid agencies documented horrific atrocities including mass killings, rape of women and girls, and hostage-taking for ransom. UN human rights experts expressed alarm at reports of trafficking of women and girls for sexual exploitation and the recruitment of children as fighters.
Massive Displacement Crisis
Thousands of people fled El Fasher to surrounding areas, with thousands more Sudanese civilians forced to flee to neighboring Chad. The UN warned that more than 10 million people have been forced to flee their homes in Sudan, making it the world’s largest displacement crisis. In North Kordofan, nearly 40,000 people were displaced between October 25 and November 18.
Deteriorating Humanitarian Situation
More than 21 million people face acute or worse food insecurity, with roughly 375,000 Sudanese facing catastrophic hunger. Two cities—El Fasher and Kadugli—are experiencing famine conditions, though aid agencies reported some improvements in areas where assistance could reach.
International Ceasefire Efforts
The RSF announced on November 6 that it had accepted a truce proposal from mediators including the US, Saudi Arabia, Egypt and UAE, with its leader claiming commitment to a three-month humanitarian truce on November 26, though attacks continued. The Sudanese Armed Forces refused the proposal.
European Sanctions
On November 20, the EU imposed sanctions on Abdelrahim Hamdan Dagalo, the RSF’s second-in-command, for atrocities following the El Fasher seizure, including a travel ban and asset freeze.
