Bridging Continents: Seychelles Deepens IOM Partnership for Diaspora Engagement and Strategic Migration Governance

The Republic of Seychelles is strategically enhancing its engagement with citizens abroad and reinforcing its migration management frameworks through a strengthened partnership with the International Organization for Migration (IOM). This renewed commitment was the central theme of a high-level meeting held at Maison Quéau de Quinssy, underscoring the island nation’s proactive approach to leveraging its global connections for national development.

Mr. Barry Faure, Seychelles’ Minister for Foreign Affairs and the Diaspora, recently hosted Mr. Frantz Celestin, the IOM Regional Director for East, Horn and Southern Africa. Accompanied by Ms. Alia Hirji, IOM Chief of Mission for Mauritius and Seychelles, Mr. Celestin extended congratulations on Seychelles’ 50th anniversary of Independence, a significant milestone that frames the nation’s forward-looking strategies.

A cornerstone of these strategies is the intensified focus on diaspora engagement. Minister Faure expressed profound appreciation for IOM’s critical support in developing the Seychelles National Diaspora Policy, a pivotal framework launched in July 2024. Further demonstrating this commitment, the Minister briefed the IOM delegation on the establishment of a dedicated Diaspora Affairs Division within his Ministry. This new division is poised to foster closer ties with Seychellois living overseas, encouraging their invaluable contributions – from investment and knowledge transfer to cultural preservation – back to their homeland.

Discussions also delved into the broader landscape of migration trends and labour mobility, recognizing their fundamental role in supporting Seychelles’ socio-economic development. As a Small Island Developing State (SIDS), effective management of migration is particularly crucial for Seychelles, impacting everything from workforce planning to public services and social cohesion.

The meeting concluded with a strong reaffirmation of shared dedication to advancing cooperation across a comprehensive spectrum of migration governance areas. Key pillars of this enhanced partnership include improving labour mobility pathways, strengthening migration data collection and analysis, fostering deeper diaspora engagement, and addressing critical challenges such as maritime security. Efforts will also intensify in combating trafficking in persons, promoting ethical recruitment practices, and preparing for the growing complexities of climate-related migration – an urgent concern for vulnerable island nations like Seychelles.

This deepened collaboration between Seychelles and the IOM signifies a strategic investment in the nation’s future, recognizing that well-managed migration and a vibrant diaspora are indispensable assets for sustainable growth and resilience in a rapidly changing global environment.
