Morocco Urges AU to Embrace Strategic Governance for Tangible African Progress

Morocco has called for a fundamental shift in the operational approach of the African Union, advocating for a more efficient, results-oriented administrative and financial governance model designed to directly benefit African citizens. Speaking before the 49th ordinary session of the AU Executive Council on Tuesday, July 28, 2026, the Moroccan delegation underscored its conviction that the continent’s progress hinges on modern management practices focused on impact and value creation.

The Kingdom’s proposals centered on transforming the AU’s resource management from a traditional “financial budget” mentality to a “strategic budget” framework. This new approach would explicitly link the allocation of funds to continental priorities, the performance of AU institutions, and the concrete outcomes achieved on the ground. Such a realignment is crucial for accelerating the ambitious goals outlined in Agenda 2063, the AU’s blueprint for a prosperous and integrated Africa.

Highlighting the need for targeted investment, Morocco specifically urged greater support for institutions operating in critical developmental sectors. The Africa Center for Disease Control and Prevention (Africa CDC) was emphasized for its vital role in bolstering the continent’s health security, especially in light of recent global health challenges. Furthermore, the delegation called for enhanced backing for departments dedicated to agriculture, education, science, technology, and innovation, recognizing them as indispensable drivers of inclusive, sustainable, and resilient development across Africa.

Underpinning these recommendations was a strong emphasis on core governance principles: good management, transparency, accountability, and robust performance evaluation. Morocco asserted that these elements are not merely bureaucratic formalities but essential levers for boosting the AU’s efficiency and fostering trust among its 55 member states. By embedding these principles, the Union can ensure its actions are both effective and credible.

The collective ambition, as articulated by Morocco, is to transcend a purely administrative management logic and cultivate a genuine results-oriented culture within the African Union. This transformation aims to empower the AU to provide concrete solutions to the continent’s most pressing challenges, from strengthening health systems and ensuring food security to advancing education, fostering innovation, and driving economic transformation. These efforts are seen as crucial for realizing the legitimate aspirations of African peoples for a better future.

Led by Ambassador Mohamed Arrouchi, Morocco’s Permanent Representative to the African Union and the United Nations Economic Commission for Africa, the delegation reaffirmed Rabat’s steadfast commitment to a more effective, efficient, and citizen-focused African Union. The Kingdom views strategic, accountable, and results-driven governance as the essential pathway to accelerate the implementation of Agenda 2063 and deliver tangible progress for all Africans.
