Guinea’s President Mamadi Doumbouya Pushes Anti-Corruption Drive and Restructures Administration

In a decisive move signaling a tightening of state discipline, Guinean President Mamadi Doumbouya has interrupted his personal leave to return to Conakry, enforcing sweeping administrative changes and reaffirming a zero-tolerance policy against corruption.
Addressing the sovereign people of Guinea, the head of state emphasized that his devotion to the nation supersedes all else. This sense of duty prompted a series of high-level administrative decisions designed to reinforce republican rigor. Doumbouya made it clear that proximity, rank, or official function will shield no one from accountability, maintaining that the ongoing national refoundation begins with self-discipline among top officials.
This uncompromising stance anchors the administration’s three primary pillars: fostering social cohesion, building an economy that directly serves the citizenry, and establishing credible, robust institutions. Highlighting national unity as his foremost priority, the president warned against any actions that could fracture the sacred bond shared among Guinea’s diverse communities, asserting that sustainable progress requires absolute trust between the state and its populace.
Alongside these internal disciplinary measures, President Doumbouya announced a major territorial reorganization aimed at decentralizing governance. The decree establishes two new administrative regions—Siguiri and Beyla—alongside eleven new prefectures. Driven by demographic insights from the fourth General Population and Housing Census (RGPH-4), which recorded a population exceeding 17.5 million, the reform seeks to bring public administration closer to rapidly growing communities.
The presidency has underscored that the integration of these new local authorities will stand as an absolute priority in the coming weeks, ensuring that essential services, security, and institutional support accompany the territorial expansion. This decentralized approach aligns directly with the broader socio-economic framework of the Simandou 2040 vision, which seeks to anchor grassroots development in responsive and accessible governance.
Concluding his address, President Doumbouya reiterated his unwavering commitment to safeguarding territorial integrity, national harmony, and public assets, urging all citizens to remain united in building a prosperous and equitable future for Guinea.
