Paving the Way for Food Security: Digital Solutions Set to Revolutionize Africa’s Seed Systems

Africa stands at a critical juncture, with food security and climate change resilience paramount for its growing population. A key factor in achieving both lies in transforming the continent’s agricultural landscape, starting with farmer access to quality seeds. A recent high-level webinar organized by the FAO Regional Office for Africa underscored the immense potential of digital technologies to revolutionize this fundamental aspect of agriculture. Bringing together over 200 policymakers, researchers, development partners, and financial institutions, the virtual gathering highlighted how innovative digital solutions are poised to create more efficient, transparent, and equitable seed systems across the continent.
The Critical Role of Quality Seeds
The significance of high-quality seeds cannot be overstated. According to the FAO, combining quality seed with good agricultural practices can elevate crop yields by a remarkable 30 percent. Such gains are vital for enhancing food production and bolstering farmers’ ability to withstand the increasing pressures of climate variability. However, despite their pivotal role, many African farmers still grapple with challenges in accessing certified, climate-resilient seeds. Fragmented certification processes, limited access to market information, and the inherent risks of climate change continue to hinder agricultural productivity and limit the widespread adoption of improved varieties.
Digital Transformation in Action
Digitalization offers a powerful antidote to these long-standing issues. During the webinar, titled “Leveraging Digital Solutions for Strengthening the Seed Systems in Africa,” experts demonstrated how technology can modernize seed certification, enhance traceability and quality assurance, and empower stakeholders with informed decision-making tools across the entire seed value chain. Examples from the FAO project “Leveraging Digital Systems for Emergency Preparedness and Response to Food Crises” (EmergenSys) in the Democratic Republic of Congo, Somalia, and South Sudan showcased successful capacity building and digital platform development, often in partnership with organizations like the International Institute of Tropical Agriculture. Further, government officials presented compelling case studies, including the digital seed certification system managed by the Kenya Plant Health Inspectorate Service (KEPHIS), Ethiopia’s Ethio-Seed digital platform, and Uganda’s e-Phyto implementation, illustrating significant advancements in seed inspection, certification, variety registration, and information sharing.
Expert Voices and Strategic Vision
Priya Gujadhur, Senior Regional Resilience Officer at FAO’s Regional Office for Africa, articulated a clear vision: “Digitalization is not simply about adopting new technologies; it is about building seed systems that better serve farmers while improving transparency, efficiency, and access.” Echoing this sentiment, Meshack Malo, FAO Deputy Regional Representative for Africa, emphasized that quality seed remains “at the core of agricultural transformation” and food security. He called for the development of integrated digital ecosystems that seamlessly connect farmers, researchers, seed producers, regulators, and markets. Jeffrey Kwesiga, Principal Agricultural Economist at the African Development Bank and a founder of the EmergenSys project, further highlighted the growing role of digital tools in demand forecasting and regional seed trade, reiterating that robust seed systems are non-negotiable for sustainable food security.
Challenges and the Path Forward
While the promise of digital transformation is clear, the journey is not without its hurdles. Interactive polls conducted during the webinar revealed that seed system digitalization remains uneven across countries, with many participants describing progress as still “limited, emerging or moderate.” While functions like seed certification, inspection, and quality control are commonly digitalized, critical areas for future investment include comprehensive seed information management systems, advanced digital certification and traceability, enhanced institutional and user capacities, and crucial interoperability between platforms. Speakers also advocated for modular and phased deployment of digital systems, treating them as public goods supporting agricultural trade and emergency response. Crucially, they stressed the need to review regulations to accommodate electronic certification and ensure that technology is underpinned by enabling policies, robust institutional capacity, and strong partnerships to achieve lasting impact.

This crucial dialogue formed part of the FAO Regional Office for Africa’s ongoing knowledge-sharing initiatives on digital agriculture and contributed to preparations for the Digitalization Thematic Area of the Africa Food Systems Forum (AFSF) 2026. As the session concluded, Gujadhur reaffirmed FAO’s unwavering commitment to supporting Member Nations through technical assistance, innovation, and knowledge sharing. The goal is clear: to strengthen national seed systems and accelerate agrifood systems transformation across the continent.
