ECOWAS Unveils Strategic Blueprint to Empower West African Youth, Drive Inclusive Development

Dakar, Senegal – The Economic Community of West African States (ECOWAS) has reached a significant milestone in its commitment to human capital development, concluding a crucial expert workshop in Dakar on Thursday, July 30, 2026. This four-day intensive consultation has set the stage for the adoption of modernized regional policies designed to robustly empower youth, promote inclusive sports, and foster sustainable volunteerism across West Africa.

Organized by the ECOWAS Commission’s Center for Youth and Sports Development (CDJS), the workshop brought together representatives from member states, regional institutions, and development partners. Their collective efforts focused on consolidating and validating vital strategic documents: the draft Regional Youth Policy, the Regional Sports Policy, and the Strategic Document for the ECOWAS Volunteer Program, along with their respective action plans.

The rigorous review process involved in-depth technical discussions, initially within language groups and subsequently in plenary sessions. This collaborative approach ensured that diverse perspectives from member states were integrated, proposals harmonized, and a strong consensus forged on the strategic directions critical for the region’s future. Experts meticulously refined the frameworks, making them more adaptable and impactful.

Central to the refined policies are several forward-looking recommendations aimed at strengthening governance mechanisms and enhancing the monitoring and evaluation of programs. Participants emphasized the imperative for improved coordination among member states and regional institutions, alongside a commitment to sustainably mobilize resources essential for the effective implementation of these ambitious regional initiatives.

A notable focus was placed on ensuring genuine inclusivity, with particular attention given to the engagement of young people, women, and individuals with disabilities. Furthermore, the policies explicitly address contemporary challenges such as digital transformation, pressing youth employment issues, and the vital objectives of peace and social cohesion, recognizing these as foundational to West Africa’s progress.

To ensure the longevity and responsiveness of these frameworks, experts also recommended the institutionalization of a biennial meeting. This regular forum will serve as a crucial platform for assessing progress, sharing best practices, and dynamically adapting policies to the evolving needs and emerging challenges confronting the West African region.

With the workshop’s successful conclusion, the consolidated versions of these comprehensive documents received expert approval. They are now slated for submission to the ministers responsible for youth and sports in ECOWAS member states for final review and validation. Officials from the ECOWAS Commission lauded the professionalism and dedication of the national delegations, whose contributions were instrumental in crafting consensus-driven, ambitious documents tailored to regional realities.
